Changes to EQR Validations

The Federal Energy Regulatory Commission (FERC) has updated their Electric Quarterly Reporting (EQR) software to Release 3.6, which has affected a few validations.

FERC EQR Release 3.6

  • 12/2/2019 – FERC posted updated EQR Release Notes identifying changes made in Release 3.6.
  • 12/31/2019 – FERC posted updated validation rules documentation (PDF, Excel).

Summary of Changes

  • A few existing validation warnings no longer apply for reporting periods of Q4 2019 and later
    • F.25.19 – Trade Date (Field 53) should not be empty or null if the transaction was entered into on or after 7/1/2013.
    • F.25.20 – Standardized Price (Field 68) should not be empty or null for Energy, Booked Out Power, or Capacity products if the transaction was entered into on or after 7/1/2013.
    • F.25.21 – Type of Rate (Field 55) should not be empty or null if the transaction was entered into on or after 7/1/2013.
    • F.25.24 – Standardized Quantity (Field 67) should not be empty or null for Energy, Booked Out power, or Capacity products if the transaction was entered into on, or after 7/1/2013.
  • A few new validation errors were added that apply for reporting periods Q4 2019 and later

The release is freely available to existing customers at no additional cost. Upgrade today to gain all of these benefits.

Performance

  • Importing data, especially Transactions, runs much more quickly.
  • Validations run more quickly.
  • Navigating around the PowerShark EQR client is snapper, especially in the Transactions module.

Validations

  • C011: Adjusted wording of validation message for clarity.
  • C012: Changed to FAIL; no longer a WARNING.
  • F901: Now calculates Transaction duration correctly when a Transaction begins on one day and ends on another.
  • F907: Consistently validates price between -1 and 1 when validating Transactions and Transaction Batches.
  • T908: Now accurately aligned with FERC’s F.25.25 validation. Also adjusted wording of validation message for clarity.

FERC Posts One New Balancing Authority

On April 1, 2019, FERC posted an update to the following EQR resources:

What has changed?

Starting with Q1 2019, HMPL is a new, valid balancing authority.

How does this affect me?

When you prepare an EQR, the data you provide in Data Dictionary fields 39, 41, and 57 are verified against a set of predefined, valid values. EQRs prepared for Q1 2019 and later may use Balancing Authority value HMPL.

How do we update PowerShark EQR?

Use the PowerShark EQR Lookup Refresh Utility (or LRU) to stay current with FERC data values. If you are already running the LRU on a scheduled basis, your database has been updated and there is nothing more to do. You can learn more about the LRU in our October 2017 announcement.
